The Subtle Game of Obstruction is a nonfiction account of how ordinary citizens can be worn down by the very institutions meant to protect them. Drawing on Graeme Axford’s decades of advocacy, the book argues that the problem is not simply a few bad decisions, but a recurring pattern of bureaucratic behaviour.
At the centre of the book is Axford’s ‘Seven Ds’ framework: delay, defer, deny, defend, dismiss, destroy, and dehumanise. Through chapters on Parliament, the Ombudsman, the State Services Commission, Oranga Tamariki, and the Ministry of Social Development, the book traces how process can become a substitute for justice, and how accountability mechanisms can themselves become barriers.
Written in a direct, story-driven style, it combines personal experience with system-level analysis. The result is both a warning and a practical map for readers who want to better understand power, public administration, and the hidden mechanics of institutional obstruction.

About the Author
Graeme Axford has been advocating for others since 1989. A qualified social worker from New Zealand’s West Coast, he has spent decades helping people navigate the public systems that shape their lives, from welfare and complaints processes to disability access and government accountability. Supporting documentation reflects a body of work that has reached thousands of people, including multiple petitions to Parliament, and a writing life shaped by persistence rather than polish.
Born with severe dyslexia, Axford has long argued that a fair system must be accessible in practice, not just in theory. That conviction runs through both of his books. Differently Abled tells the story of being underestimated and learning to stand his ground, while The Subtle Game of Obstruction examines the patterns of delay, deflection, and institutional self-protection faced when citizens challenge power.
