Previous editions of the The Child Surveillance Handbook have built its reputation as the definitive guide to using child surveillance to promote the health, welfare, and life chances of children. Child surveillance programmes were formerly centred on detecting potentially disabling abnormalities, and the new edition still reflects this important goal. However, it is increasingly recognised that disadvantage, educational failure, and wasted lives are often due not to medical or biological disorders but adverse social and economic circumstances, and the mental health problems that accompany them.
